Visit of the Chairman Lula to Ukraine - Vision of the NSAU

In course of the governmental visit to Ukraine of the President of Federative Republic of Brazil a special attention was given to promotion of cooperation between two countries in the field of space

President of the Federative Republic of Brazil, Luiz Inácio Lula da Silva, paid a governmental visit to Ukraine on December 2, 2009. During the meeting with the President of Ukraine, Viktor Yuschenko, the two presidents discussed perspectives of two states collaboration extension, in particular, in the field of space.

Following the results of the held negotiations in Kyiv the Presidents of Ukraine and Brazil signed a Mutual Declaration, in which the parties, in particular, confirmed that relationship of two countries came to a level of strategic partnership.

In his comments to the plot of held negotiations Viktor Yuschenko said that the key themes of discussions were promotion of the joint projects in the filed of space technologies, nuclear, military-technological, so as cultural and humanitarian spheres, hydroenergetics, agricultural sector, metallurgy industry and others.

President Viktor Yuschenko and President Luiz Inácio Lula da Silva took part in the work of Ukraine-Brazil business-forum where the Head of Ukraine said that all the questions concerning implementation of the joint space project were cleared up. “We are proud of this project. We are certain that after its realization Ukraine and Brazil will gain more solid positions as the states, which possess space technologies of ХХІ century”, - said the President of Ukraine. “We have a unique project uniting two nations”, - mentioned Viktor Yuschenko.

The Prime-Minister of Ukraine Yulia Tymoshenko held a special meeting with the President of Brazil Mr. Luiz Inácio Lula da Silva in one-on-one and team format. Yulia Tymoshenko mentioned that one of the most important results of this visit is holding discussion on many of the key issues, in particular, cooperation programs of the two states in the field of space. "Shall the “Cyclone-4” program enjoy the support of two Governments and two Presidents, we will have a successful joint project”, - underlined Yulia Tymoshenko.

In turn, the President of Brazil Mr. Luiz Inácio Lula da Silva mentioned that his country is extremely interested in implementation of the various joint projects: “I’m leaving Ukraine with the feelings that we’re discovering for ourselves the part of world, we knew very little about. I’m confident that I had to come to Ukraine earlier, as I see some great opportunities for cooperation presented here”.

Comentário: Leitor, apesar das cenas divulgadas pelo vídeo aqui apresentado impressionarem um pouco, aqueles que acompanham os meus comentários no blog, sabem que tenho sérias restrições quanto a esse acordo pela sua má condução e elaboração desde o início. Infelizmente não acredito que esse projeto tenha futuro e poderá resultar num prejuízo enorme aos cofres públicos pela incompetência política/gerencial em todos os níveis até agora apresentada pelo governo e principalmente pelo senhor Roberto Amaral, diretor-geral da parte brasileira da empresa. Temo muito pelo que possa acontecer e mesmo que o foguete venha algum dia ser lançado de Alcântara, a Alcântara Cyclone Space (ACS) jamais será rentável se continuar com o desempenho administrativo da atual administração da parte brasileira. Além disso, se não houver uma participação da indústria brasileira na construção de partes do foguete, sinceramente as vantagens desse acordo comercial em minha modesta opinião não justificam a sua realização.
