Very important information about this amount of US $ 28 billion is considering the operation with non-reusable rocket Space Launch System (SLS).  If you change the space vehicle (SLS) for a reusable rocket like a Falcon Heavy / SpaceX or a New Glenn / Blue Origin (in development) or a Super Heavy (Starship) / SpaceX (in development), it may be cheaper than $ 28 billion. NASA is looking to pay companies to collect between 50 grams and 500 grams of lunar regolith (Moon rocks and soil) before 2024.  Companies won't be required to return the material to Earth, but just prove they collected it and transfer ownership to NASA.
